Following an assignment by the Hellenic Republic Asset Fund, LEXPARTNERS, in partnership with DTK Law Firm, undertook the legal support of the Hellenic Republic Asset Fund for the development of the property "Iatami Pigi & Camping Konyavitis". The property has a total area of 557,727.12 sq.m. and consists of two areas (A and B). According to the terms of the Tender, the sale of area A and a long-term lease of 50 years of area B are foreseen. Area A is a land parcel outside the plan with an area of 520,515.75 m² and has a sea frontage of approximately 1,200 m. According to the ESHAPA study that has been prepared, Tourism - Recreation use is envisaged, namely tourist accommodation, special tourist infrastructure and other tourist facilities to serve the thermal springs, tourist ports, residential facilities staff housing, commercial shops, service shops, social welfare, sports facilities, cultural facilities, religious facilities, health care, public gathering places, catering, refreshment facilities, entertainment and leisure centres, parking, exhibition facilities
Area B is a land parcel outside the plan with an area of 37,211.37 square meters, which includes both thermal springs (Mill and Cosmetics). The thermal spring of Kalyntika is recognised. Area B is designated as the area for the promotion of the thermal springs and, according to the ESHADA study, special uses are defined, i.e. personal hygiene areas, changing rooms, guardhouse, canteen, tanks, pumping stations, etc. as well as an open-air parking area.

Following an assignment by the EBRD, in cooperation with KPMG Greece, LEXPARTNERS has undertaken the legal support of the Municipality of Kozani during the tendering and monitoring of the implementation of the project "Implementation of the multi-functional complex of the Active Urban Planning Zone of Kozani, with PPP".

LEXPARTNERS, in cooperation with PriceWaterhouseCoopers Greece, following an assignment by the Hellenic Republic Asset Fund, undertook the legal support of the Fund for the preparation and implementation of strategic infrastructure projects, under the responsibility of the Strategic Contracts Unit of the Hellenic Republic Asset Fund.

Following a contract awarded by the Special Service for the Coordination of the Recovery Fund (EVSTA), LEXPARTNERS has undertaken the provision of specialized legal advisory services for the support of the Recovery Fund in projects/actions funded by Greece 2.0

Following an assignment by the Municipality of Chania, LEXPARTNERS undertook the legal support of the contracting authority in the tendering process of the project "Design, construction, financing, maintenance and operation of school units and park of the Municipality of Chania through PPP". The tender process is currently underway.

LEXPARTNERS, in cooperation with KPMG Greece, following a mandate from the EBRD (European Bank for Reconstruction and Development), undertook the provision of legal advisory services in the context of the PPP Preparation Mechanism, pursuant to an agreement between the EBRD and the Greek Government.

Following assignments from the Ministry of Citizen Protection, LEXPARTNERS undertook the legal support of the contracting authority in the planning and awarding of two projects
• "Construction of a new, upgrade - repair of the existing Artificial Barrier and accompanying works along the borderline of the Greek-Turkish Border in Evros" (2021)
• "Construction of an artificial barrier and accompanying works, along the E/T Border, in the area of Psathades Didymoteicho to Kornofolia Soufli in Evros" (2023)
The two assignments were successfully completed.

LEXPARTNERS, in cooperation with PriceWaterhouseCoopers Greece, following an assignment by the Information Society SA / General Secretariat for Private Investments and PPPs, undertook and successfully completed the standardization of procedures and the preparation of standard tender documents and contracts for the implementation of PPP projects for health infrastructure (hospitals), education infrastructure (student residences) and energy saving (street lighting).

Following the assignment of the Heraklion Port Authority S.A., LEXPARTNERS undertook the legal support of the contracting authority in the process of design, tendering and awarding of the project "ENERGY UPGRADING - AUTOMATION OF THE ELECTRIC POWER SYSTEM OF HERAKLIO PORT ORGANIZATION". The tender was completed and the contract was successfully awarded.

Following an assignment by the Ministry of Civil Protection and Climate Crisis, LEXPARTNERS undertook the legal support of the contracting authority in the design and tendering process of two PPP projects
• "Design, Financing, Construction and Technical Management of Regional Civil Protection Operations Centres (RPCECs) through PPP - Region A (7 RPCECs)"
• "Design, Financing, Construction and Technical Management of Regional Civil Protection Operations Centres (RPCECs) through PPP - Region B (6 RPCECs)"
The first phase of the two competitions has been successfully completed and the competitive process is ongoing.

Following a contract awarded by the Democritus University of Thrace, LEXPARTNERS undertook the legal support of the contracting authority in the planning, tendering and awarding of the project "Implementation of the project of student residences, educational, research and other infrastructure of the University of Thrace with PPP". The tender procedure is currently underway.

Following an assignment by the Ministry of Infrastructure & Transport, LEXPARTNERS undertook the legal support of the contracting authority in the process of design, tendering and awarding of the project "Upgrading of the Eastern Inner Regional Road of Thessaloniki with S.D.I.T.". The tender has already been successfully completed and the partnership contract has been signed.

Following the assignment of the Region of Central Macedonia, LEXPARTNERS undertook the legal support of the contracting authority in the design and tendering process of Phase A of the project "Street Lighting Upgrade of the Region of Central Macedonia with S.D.I.T." The first phase of the tender was successfully completed.

Following the assignment of the University of Thessaly (the contracting authority of the tender), LEXPARTNERS undertook the legal support of the contracting authority in the planning and execution of the first phase of the tender for the project "A) INTEGRATED URBAN REGENERATION AND DEVELOPMENT INTERVENTION OF THE INDUSTRIAL PROPERTY OF THE COTTON MILL IN NEA IONIA VOLOS FOR THE CREATION OF STUDENT RESIDENCES, EDUCATIONAL AND RESEARCH FACILITIES AND SOCIAL INFRASTRUCTURE OF THE UNIVERSITY OF THESSALY AND (B) CREATION OF STUDENT RESIDENCES AND EDUCATIONAL AND RESEARCH INFRASTRUCTURE OF THE UNIVERSITY OF THESSALY IN LAMIA". The first phase of the competition has been successfully completed.

Following a contract awarded by the University of Crete, LEXPARTNERS undertook the legal support of the contracting authority in the planning, tendering and awarding of the project "Implementation of the University of Crete Student Accommodation Facilities through PPP". A provisional contractor has already been announced and the tender process is in the phase of finalizing the contractual documents for the signing of the partnership agreement.

Following an assignment by the Ministry of Infrastructure & Transport, LEXPARTNERS undertook the legal support of the contracting authority in the process of design, tendering and award of the project "Design, Construction, Financing, Operation and Maintenance of the Southwestern Peloponnese Road Axis, Section ''Kalamata - Rizomilos - Pylos - Methoni'', with S.D.I.T. The tender has already been successfully completed and the partnership contract has been signed.

Following an assignment by the Public Private Property Development Fund (PAIPED) S.A., LEXPARTNERS undertook the legal support of the contracting entity in the conduct of international tenders for the conclusion of concession contracts for port services and the right to use, operate, manage and exploit the movable and/or immovable assets within the land and/or sea zone of the marinas of Argostoli, Zakynthos and Itea.

Following a contract awarded by the Ministry of Infrastructure and Transport (contracting authority of the tenders), LEXPARTNERS undertook the following tasks
• The legal support of the contracting authority in the design of the tender and the conduct of the first phase of the international tender for the award of the project "Northern Road Axis of Crete - Design, Construction, Financing, Operation and Maintenance of the section "Hersonissos - Neapolis" with S.D.I.T." with an indicative estimated value of € 290.000.000.000,00 excluding VAT.
• The legal support of the contracting authority in the design of the tender and the conduct of the first phase of another international tender for the award of the concession contract for the project "Design, Construction, Financing, Operation, Maintenance and Operation of the North Road Axis of Crete (N.O.A.K.) in the section "Chania - Heraklion".
The first phase of the two competitions was successfully completed.

Following a relevant assignment of DAEM S.A. (ANONYMOUS DEVELOPMENT COMPANY FOR ENGINEERING AND BUSINESS UNITS OF THE MUNICIPALITY OF ATHENS), LEXPARTNERS undertook the full support of the contracting authority for the inclusion of the project "Upgrading and optimization of the electric lighting network of public spaces of the Municipality of Athens with S.D.I.T." in the system of partnerships of the law. 3389/2005.

Following an assignment by the Public Private Property Development Fund (PAIPED) S.A., LEXPARTNERS undertook the legal support of the contracting entity in the conduct of an international tender for the conclusion of a concession contract for port services and the right to use, operate, manage and exploit the movable and/or immovable assets within the land and/or sea zone of Kalamaria (Aretsos) Marina.

Following an assignment by the Public Private Property Development Fund (PAIPED) S.A., LEXPARTNERS undertook the legal support of the contracting entity in the conduct of an international tender for the conclusion of a concession contract for port services and the right to use, operate, manage and exploit the movable and/or immovable assets within the land and/or sea zone of Chios Marina. The tender has already been successfully completed and the partnership agreement has been signed.

Following an assignment by the Urban Transport Authority SA (contracting authority of 2 PPP contracts), LEXPARTNERS undertook the legal support of the contracting authority in the execution of
• the PPP contract for the Design, Financing, Installation, Operational Support, Maintenance and Technical Management of an Integrated Passenger Information System and Fleet Management System, and
• the PPP contract for the Design, construction and management of an automatic fare collection system for Athens' urban transport (buses, trolleybuses, metro, trams).
In this context, we advise and represent the contracting authority on issues such as contract modification, response to contractors' requests, dispute resolution, audits, etc.

Following a relevant award by the Urban Development Funds of the JESSICA Financial Mechanism, namely EUROBANK, NATIONAL BANK, PIRAEUS BANK, INVESTMENT BANK OF GREECE, PAGRITIA BANK, LEXPARTNERS undertook the preparation of standard tender documents for street lighting projects (design, financing, installation and maintenance of the upgraded street lighting network).

Following an award by the Region of Attica - Unified Intergraded Association of Attica EDSNA (the awarding authority of 3 PPP tenders for the creation of equal number of waste treatment plants in Grammatiko, Fili and A. LEXPARTNERS successfully represented the contracting authority before the CoE for the rejection of applications for annulment and other legal remedies against the contracting authority. The relevant applications were rejected.

Following an assignment by the Urban Transport Authority SA (the contracting authority of the PPP tender), LEXPARTNERS undertook the legal support of the contracting authority in the PPP tender for the Design, Financing, Installation, Operational Support, Maintenance and Technical Management of an Integrated Passenger Information System and Fleet Management System for OΣY SA (formerly known as "OΣY SA"). ETHEL and ELPAP), with a budget of € 52.000.000 plus VAT. The tender procedure has already been successfully completed and the contract with the Private Partnership Entity has been signed.

Following an assignment by the Region of Peloponnese (contracting authority of a PPP tender for waste treatment), LEXPARTNERS successfully represented the contracting authority before the CoE for the rejection of cancellation requests and other legal remedies against the contracting authority. The relevant applications were rejected.

Following the assignment of the WAST WASTE MANAGEMENT COMPANY OF SERROS S.A. (the contracting authority of the PPP tender) and the technical and financial advisor of the project EPTA SA - PLANET SA, LEXPARTNERS undertook the legal support of the contracting authority in the PPP tender for the construction, financing and operation of a modern Waste Treatment Plant in N. Serres, with a budget of € 65.000.000 plus VAT. The tender procedure has been completed and the Partnership Contract with the Private Partnership Entity has been signed.
